Justin Fulcher’s career spans Southeast Asia, the United States, and partnerships reaching as far as India, tracing back to a single observation made in Jakarta when he was still a teenager traveling on what was meant to be a short trip abroad and nothing more than that at the time.
That observation, that consumer technology had outpaced basic healthcare access, led him to found RingMD, a telemedicine company he built first in Singapore and later relaunched in the United States after selling the business in 2018 to an undisclosed buyer for an undisclosed sum of money.
FROM STARTUP FOUNDER TO PUBLIC SERVANT
RingMD eventually became a federally compliant platform serving the Indian Health Service and millions of patients across dozens of states, a far cry from the small consumer marketplace Fulcher first built for patients in Southeast Asia a decade earlier in a very different kind of market.
After stepping away from the company, Justin Fulcher co-founded the Palmetto Initiative to bring coding education to South Carolina schools, then joined the Department of Government Efficiency, eventually serving as Senior Advisor to Defense Secretary Pete Hegseth before departing in July 2025 for academic pursuits.
Today, pursuing a doctorate at Johns Hopkins SAIS and working as a defense technology investor, Justin Fulcher continues a pattern set years earlier in Jakarta: spotting a systemic gap and committing years of focused work toward closing it wherever the next one happens to turn up.
Few founders move so cleanly between healthcare, education, and national defense, but each step in Fulcher’s résumé traces back to that same willingness to study an unfamiliar system before trying to change it.
