Technology built for high-stakes environments must do more than work on launch day. It must hold up under operational pressure, earn trust from institutional users, and remain functional when conditions change. Justin Fulcher has returned to this theme across different phases of his career, from building telemedicine infrastructure in Asia to advising on defense procurement reform in Washington.
The Founding of RingMD
At 21, Fulcher co-founded RingMD, a remote healthcare platform designed to serve patients across Asia who lacked access to physicians despite having mobile connectivity. The company operated in multiple countries, building its systems to function where bandwidth was unreliable and healthcare infrastructure was limited or absent. In a 2020 interview, Fulcher explained what motivated the work: “Healthcare is one of those things that affects everybody. Without the basic, fundamental healthcare access, it handicaps many parts of the world.” The company’s work earned him recognition on Forbes Asia’s 30 Under 30 list in the Healthcare and Science category in 2017. After stepping back from operations in later years, Fulcher maintains a minority ownership stake and a board seat at RingMD.
Advising the Department of Defense
Justin Fulcher extended his focus on institutional effectiveness into a government role in early 2025, serving as Senior Advisor to the Secretary of Defense. The position placed him at the center of ongoing efforts to reform how the department acquires and deploys technology. Among the outcomes: software procurement timelines shortened from years to months, and major IT systems updated under modernization initiatives he supported. He has also joined senior officials on international engagements in the Indo-Pacific. Writing about his professional principles, Fulcher summarized them directly: “Execution over narrative. Accountability over optics. Durability over speed.” He earned a graduate degree in Nonproliferation and Terrorism Studies from the Middlebury Institute in 2023 and is currently completing doctoral work in International Affairs at Johns Hopkins University’s School of Advanced International Studies.
